Can I add a VAT field at shipping address?

You can go to Stores > Configuration > Customers > Customer Configuration > (Change Scope to correct website/store view) > Create New Account Options > Show VAT Number on Storefront to turn on this field. You can check further via this image: https://imgur.com/a/QYZyepa
